This is a French brass plate clock. If you look closely you can see the pendulum down under the roman numeral 6. You wind the 8 day time only clock just under the Roman numeral 12. The hands are on there but are difficult to see. I plan to paint the hands or the tips of the hands so they can be more easily seen. The clock is approximately 20 to 24 inches in diameter and is a lot of brass and the embossing is beautiful but needs to be seen in person to appreciate the details.
